Case Studies

Tender Bid Writing
Pulse was commissioned by Victim Support to provide tender support services for its tender for Victim Assessment, Referral and Non-Specialist Support Service for the Sussex Police & Crime Commissioner for Surrey, Sussex, and Thames Valley PCCS victims’ services provision. We helped in forming a bidding team and guiding the tender process including project managing information input and responses to the ITT. Support included help in completing the tender documents, providing clarification questions, and tender submission.


The Tender was successful with Victim Support winning a 3 year £5.3m contract.

Contract Readiness Support
Pulse provided support to ECI to develop its tender and contract readiness. This was funded through a Community Right to Challenge grant which Pulse helped to apply for at risk. Our support included board development, scoping capacity to deliver a new Family Resource Service, support in developing systems, and support to take the organisation through the PQASSO Quality Standard. Our support culminated in facilitating the development of a bidding consortium to tender for the provision of Children’s Centre Services for Devon County Council. Pulse supported the consortia, with research, advice, and completion of the Invitation to Tender (ITT), including assistance with service design and completing the ITT questions. Our role as also to project manage the process, and we assisted the consortia to prepare for tender interview including responding to mock tender interview questions.

Winning Public Service Contracts Masterclasses
Pulse developed and delivered a series of training masterclasses on behalf of the Local Government Association as part of its National Programme for Third Sector Commissioning. 37 VCFSEs attended the Masterclasses which were delivered in locations in the North East, Merseyside, and South East.


Evaluation findings showed that 100% of attendees improved their knowledge of the systems and procedures involved in public service contracting; 97% were better able to engage in tendering and involvement within the commissioning cycle; and 92% of attendees felt that they have a better chance of winning contracts. In addition, the findings have shown that the Masterclasses have contributed to the LGA’s Keep it Real Programme aimed at supporting the reform of public services.
